A lot of “behavior problems” in apartments are a cat with no job and a window that faces a brick wall. I look at vertical space, night noise, and whether you’re around at the hour they were weaned to eat.
I also work with people who are traveling more for work and feeling guilty. Sometimes the cat is fine. Sometimes they would like the neighbor who already has a key to sit for twenty minutes, not just refill the bowl.
